Prosecutors say Mr. Smith was in touch with another American, Craig Lang, and the two talked about traveling to Ukraine and fighting alongside the far-right group of the Right Sector.

According to court papers, the couple, who had been in touch via Facebook, publicly discussed construction bombs.

Mr. Smith led a Facebook group chat at one stage debating his capacity to construct improvised explosive devices, prosecutors said.

“A group member asked about the explosive, to which Smith replied with a description of how to manufacture an explosive material using the heads of matches,” court documents say.

Court papers quote Mr Smith as stating “a big car bomb” could be included in the assault.

“Fill a vehicle full of (explosives) then fill a ping pong ball with (commonly available chemical) via drilling then the injection. Put the ball in the tank of the vehicle and leave. Thirty minutes later, Boom,” he said, according to the criminal complaint.

Mr. Smith also hinted at murdering Mr. O’Rouke, a former Texas representative, in a subsequent telegram exchange with the informant.

When the informant asked if he knew someone in Texas who would be “a decent fit for fire, destruction, and death,” Mr. Smith answered, “Outside Beto? I don’t understand enough individuals that would make a difference if they died.
