In the 1000 block of Oberlin Road, Coy and another officer who has not been named responded to a non-emergency disturbance at around 1:37 a.m. According to the police, the resident making the noise complaint told dispatchers that a man had been sitting on his street in an SUV for an extended time, turning his vehicle on and off.

They found the man, later identified as Hill, inside a garage with the door open when Coy and the other officer arrived at the scene.
Before the shooting, Coy and the other officer did not activate their body cameras, but the camera’s 60-second ‘look back’ window feature captured the shooting, with no audio, police said. The bodycam video shows Hillwalking with a mobile phone in his left hand toward Coy and the other cop. According to the officers, his right hand was not visible.
Coy, striking Hill, fired his pistol. Police said the victim was taken to Riverside Hospital, where he died at 2:25 a.m. The video may be from the shooting.

The incident occurred on Oberlin Drive in the northwest part of the city of Columbus, according to a police press release. In the declaration, the police said, “the preliminary investigation indicates the man shot was visiting someone at the home. A weapon was not recovered at the scene. The body-worn camera also documents a delay in rendering first aid to the man.”
On Wednesday, the U.S. Attorney for the Southern District of Ohio announced that he would investigate the shooting for possible abuses of federal civil rights. For proof of past wrongdoing, he won’t have to look too hard.
